The Hon. Ruth Ann Kwan is a judge for the Los Angeles County Superior Court in California. She assumed the Municipal Court bench in 1995 and was subsequently appointed to the Superior Court in 1998 by former governor Pete Wilson. At the time of her appointment to the Superior Court, Kwan filled the vacancy created by the retirement of the Hon. Abby Soven (Ret.).

Judge Kwan received her B.A. from the University of Southern California in 1978. She went on to earn her J.D. from the University of California, Hastings College of the Law in 1981.

Prior to becoming a Municipal Court judge, Kwan was serving as a deputy city attorney for the Los Angeles City Attorney's Office.
